Bubbly Safeguard

A Moistener can strike this to create a shield of semi-solid bubbles. The bubbles can only deflect arrows, as any melee weapon will cut right through them, so most Water Elemenstors employ this as a diversionary tactic, escaping under the cover of a cloud of bubbles.
