Claygon
Claygon was (and is still said to be) one of the high Ringlings. His rings were without equal; this was because (due to the laws) every ring he created was always one level higher than the last. Claygon, aside from being a Ringling, was also a Lawmaker, a member of the group that would go on to form the Item Law Makers Guild. This allowed him to create Item Law 431, which restricts anyone from making any item remotely close to any item that he's made ever. Not only that, but due to his role in the Council of Lawmakers (who would later become the Item Law Makers Guild) he was able to create Item Law 287. Relations between the Ringlings and the ILMG are often strained due primarily to Law 155, and it is thought that Claygon's legacy is one of the few reasons the Ringlings are not outright defiant of the guild.
"Let's see..." said Claygon, adjusting his patented Spectacles of Enhanced Eyesight, "our next applicant is submitting a Ring of Very Long Life. Hmmm..."
"What?" asked the nervous ring-smith.
"How exactly do you know that this ring gives long life if you made it just a few weeks ago?"
"Well..."
"Right. Also, you are aware that there is already a Ring of Immortality, aren't you?"
"Well yes, but--"
"In that case, I'm afraid that you're guilty of Willing Fabrication Of An Item Of Similar Enchantment and also a Naming Infraction and Lack Of Verifiable Enchantments Violation."
"What?"
"Guards, sieze him." said Claygon, lazily waving at the would-be crafter.
Claygon leaned over to one of his fellow Lawmakers, barely able to conceal a grin.
"Man... I really love saying that!"
