Hat of Disgruntled Inaction

Not a hat persey, but rather the Murderous Bag, seperated from the Drawstring of Killing which allowed it to strangle and muffle its victims till they asphyxated.

Without the drawstring, the Murderous Bag lacked the ability to cut off the flow of air to its victims, and could only harmlessly wiggle around on the head of whoever it attacked. This was annoying, but ultimately harmless and actually considered entertaining in some circles - which led to it being sold as hatware several times.
