S'n'c'rt

The S'n'c'rt is a council of 29 K'thians which advises the lord of the realm of K'th'ith'h. The council's responsibilities are minimal and constantly changing, as they are the ones responsible for writing the list of their responsibilities.

The members of the S'n'c'rt are appointed by a drinking contest held every four years in the royal court. The first-place winner of the contest is appointed chief of the council, and given the title "S'n'c'nt".

Racially non-K'thians of K'th'ith'h have both been allowed on the S'n'c'rt and banned from participation depending upon the era. As initially implemented by the Magic Sword King K'ng P'lv'r, participation was open to all of his subjects.

Voting on issues within the council is performed (at last publication of the bylaws) by games of marbles.
