Speech of the Drowned

A gear used to make corpses speak their secrets from across the veil of the afterlife. A downside of this gear is that it can only be used on corpses that have been drowned, although the results are always correct. Some of the less scrupulous lawmen of Battal drown witnesses before bringing them to the stand, and then have Water Elemenstors strike this gear on them. As such, very few people step up to the witness stand-- Rather, they are dragged up to the witness stand.
