The Skullcap Most Certain
Precious little is known about the Skullcap Most Certain, and what is known has only been cobbled together from disparate papyrus scrolls found in the antechambers of the tombs of various royal members of The Chronoclave who have been unfortunate enough to expire outside of the Spaghetti Plane of the Elmether. One scholar who studied the Skullcap Most Certain wrote a five thousand page treatise on its definitive origins. Unfortunately, it is believed that he was wearing the Skullcap at the time, so his conclusions (involving fallen stars, ancient gods, and cheese) are considered suspect at best.
What has been surmised is that, when employed properly, the wearer of the cap is endowed with complete and utter certainty that the decisions they make are surely and totally the proper courses of action.
The unfortunate, terrible secret of the Skullcap Most Certain is that its wearers are infrequently, if ever, actually on the right course, but their unfailing faith and conviction has been known to cause grave consequences, including but not limited to: genocide, the dreaded "double" grandfather paradox, plague, civil war, and extremely awkward social situations.

There is evidence to suggest that Tevian the Unwise was also recently in possession of The Skullcap Most Certain, and may have been the cause of his untimely demise.
