Retard

Those who experience time more slowly than others because of a Chronosorcellor's curse. This would cause them to continually de-synch from actual events in a way that causes their claims to be made in a "prophetic" mode, even when stated after the fact. It is said that the only thing more dangerous than a genius with a good idea is a retard.
