Niles Taylor
Producer, self-appointed censor, and general worry-wort, Niles Taylor was responsible for much of the material deleted from the original Japanese incarnation of the Wizbits cartoon. Known to swoon at any word even rhyming with a swear word, Taylor saw it as his mission to eradicate smut and profanity from the face of the earth.
He was so obsessed with this mission that, when faced with the mildly effeminate Knuckles, he insisted on voicing the character himself, to make sure he sounded "manly" enough. Since he had no training as a voice actor, and, in fact, refused to take direction (rationalizing that as a producer, he techincally outranked the director), the new voice of Knuckles became the indecipherable growl we all remember.
